Andalucia is a region of Spain located in the south of the Iberian peninsula. CICE is  part of the regional government that funds research, development and innovation projects within the whole region. Andalusia is a convergence region with a population of about 8 million people. CICE defines the regional strategy of research and innovation by means of evaluating the activity of about 30.000 researchers. Under CICE competence, ten universities are managed and funded.

For the best coordination and evaluation of the research activity in Andalusia, CICE designed in 2002 a system,called SiCA, that stores CVs of all the researchers belonging to the public and private research institutions. The system is continuously updated and maintained.  It is a common task to extract all the necessary data from SICA to feed the indicators that are used to evaluate the state of the research at all levels, individual, group, and institutional.

CICE has also experience in European Projects. ERA-Star (Space Technologies Applications and Research for the regions and medium-sized countries), REPARTIR (Prospective Network for the Animation and Reinforcement of Technological Poles of Innovation and research, and its organisation in West-southern Europe, BLUEBIONET (Conversion of Traditionally Structured Maritime Regions into European Knowledge Regions for Applied Biotechnology) BRIDGES (Building Regional Integration KnowleDGE Strategies), SEIRC (Southern Europe Innovation Relay Centre), AMP- ERA (European concerted action to foster prevention and best response to accidental marine pollution), EURAXESS (European Network of Mobility Centres).

Francisco Triguero

Francisco Triguero
Francisco Triguero (PhD). He is a full professor from the University of Málaga that currently is working as General Secretariat of Universities, Research and Technology (SGUIT) of CICE. He is a policy maker, responsible of the management of all the research, public and private in Andalucia.

Francisco Solís

Francisco Solís
Francisco Solís (PhD). He belongs to the DGITE team has a permanent position within CICE as the secretariat of the Andalusian research plan. His task consists of the evaluation of the research using the SICA system. He develops the strategies marked by the DGITE.



María Inés Méndez

María Inés Méndez
María Inés Méndez (PhD) She belongs to the DGITE team as technical adviser in European Projects and is an Associate Professor in the Journalism II Department at the University of Seville. She has experience as coordination staff in the European Projects, in which SGUIT is partner, for example ERA-STAR Regions (Space Technologies Applications and Research for the regions and medium-sized countries), NEREUS (the Network of European Regions Using Space Technologies), CreaMED (Fostering Creativity and Innovation in the Mediterranean Area as key elements for Regional Sustainable Development: CreaMED Alliance). At the University, her main areas of research are Scientific and Technological Communication and Journalism of Quality. As university' researcher, has a very interesting experience because take part in the Communication and Dissemination tasks in several technical European project.

Miguel A. Aguirre

Miguel A. Aguirre
Miguel A. Aguirre (PhD). Dr. Miguel A. Aguirre received his Master degree in Industrial Engineering in 1991 by the University of Sevilla, Spain, and the PhD degree in 1994, by the University of Sevilla, Spain. On 1996 he achieved the position of Assistant Professor in the same University. He has recently reached the degree of Full Professor in Electronic Engineering. His teaching activity is related to the design and development of microelectronic devices. He is author of 18 papers on JCR journals and more that 80 publications on international conferences. He has managed 5 projects of different types of competitive in national funding calls. He also has been responsible of more than 10 contracts with private companies. His experience on international projects starts on 1996 with the technical direction of the FP5 FIPSOC project, on 2001 the FP6 POLICOM and INSONET projects, and FP7 RADHIFFS project, all of them related to the design and development of Field Programmable Devices. On 2003 he addressed the FT-UNSHADES project, a contract with the European Space Agency and on 2009 the FT-UNSHADES2 project. He is author of three international patents. Since September 2008, he is sharing his time as an advisor for the Seventh Framework program in the General Directorate for Research, Technology and Enterprise of the Regional Ministery of Economy, Innovation and Science of Andalusia in Spain.


Antonio J. Gallardo

Antonio J. Gallardo
Antonio J. Gallardo (MEng). Master degree in Software Engineering and Technology in the University of Seville (2013). He has been working during the last 5 years as a software developer. He is an expert in programming languages, frameworks and databases management. In the SiSOB project he works as researcher on the development of the prototype of the system, on the creation of visual metaphors and the tools to give suport to the access to different data sets.
